What is a Transportation System Plan?

The Corvallis TSP is a long‐range plan that implements the transportation element of the City’s Comprehensive Plan. The Comprehensive Plan includes vision statements, findings and policies. The TSP provides greater detail on the sub-policies, implementation strategies, and recommended projects and programs for meeting transportation needs.

The TSP will guide the operation and continued development of the City’s transportation system. It will accommodate 20 years of growth in population and employment and will consider all modes of travel. The TSP provides guidance on how to invest in the transportation system through a combination of projects, policies, and programs that will meet travel needs as the city grows.

Why Update the TSP?

The City’s current TSP was adopted in 1996 and it needs to be updated to reflect the latest community vision, current infrastructure systems, and new growth projections. As part of this TSP update, a Transit Development Plan will be developed to guide future expansion and enhancement of CTS service. Updating the TSP gives the City an opportunity to engage with the public regarding their values and how they affect decisions about transportation choices.
